At the "2015 China Photovoltaic Leaders Summit" held on October 12, Liang Zhipeng, Deputy Director of the New and Renewable Energy Department of the National Energy Administration, said that the photovoltaic subsidies will not stop in the next 8 to 10 years, but will be inclined to focus on the development of distributed photovoltaic. At the same time, we will increase the construction of the leader demonstration base and realize the transformation from the mode of high subsidy policy dependence to the mode of low subsidy competitiveness improvement.

The reporter of the Economic Information Daily learned that the overall prospect of the industry is good at present, but the untimely and inadequate distribution of renewable energy subsidies has become an important factor affecting the development of photovoltaic enterprises, even forming triangular debt, which has a negative impact on the entire industrial chain.
In response, Liang Zhipeng said that the subsidy would be issued as soon as possible, but it was difficult to determine the specific time. Jin Lei, deputy director of the Electronic Infrastructure Division of the Department of Electronics of the Ministry of Industry and Information Technology, also revealed that the relevant documents of Made in China 2025 and the "13th Five-Year Plan" that are being formulated will rearrange the photovoltaic industry, issue a development roadmap, and accelerate the innovation of the industry. In the near future, the comprehensive standardized technical system of the photovoltaic industry will be released, and the relevant subsidies and other policies will be further adjusted and improved.
After the "double anti" of the EU and other countries, China's photovoltaic industry began to accelerate its recovery. It is reported that in the first three quarters of this year, the total output value of the photovoltaic manufacturing industry exceeded 200 billion yuan. In the overall downward environment of the industry, it rose against the trend, with a year-on-year increase of 30%. The newly installed capacity of photovoltaic power generation is about 10.5GW, up 177% year on year. The profitability of photovoltaic enterprises has improved significantly. The average gross profit margin of the top ten component enterprises exceeds 15%.
However, at the same time, there are still many photovoltaic enterprises with high debt ratio, signs of capital chain fracture, arrears of subsidies and other issues that have not been resolved. China's renewable energy subsidies are funded by the renewable energy electricity price surcharges levied nationwide. However, with the increasing installed capacity, it is now tight. In addition to the complex approval process, by the end of last year, the renewable energy fund's subsidies to enterprises had been in arrears of 17 billion yuan. "The longest one has been in arrears for 2 years, plus the arrears in the first half of this year, it is estimated that 20 billion yuan has been in arrears," Liang Zhipeng said in an interview.
"Now the electricity has been sent out, but the subsidy distribution process is very unreliable. There is no clear statement in all places. Some power stations will not receive electricity charges for more than half a year after construction, which is very detrimental to the development of power stations." said Ye Chao, a spokesman for Trina Solar.
More importantly, if the photovoltaic power station has no money, it will default on the payment of the module manufacturers, and the module manufacturers will further transmit to the raw material suppliers, and finally form a triangular debt, which will have a great negative impact on the entire industrial chain.
Industry insiders believe that the Ministry of Finance, the Energy Administration, the National Development and Reform Commission, the State Grid, industry associations and power generation enterprises should actively raise funds. If it is the source of the subsidy amount, it can be considered to increase the renewable energy price surcharge in the electricity bill; If the subsidy distribution channel is complicated, whether it can be considered to let the State Grid advance payment, which will be settled by the State Grid and the Ministry of Finance at the end of the year. We can also introduce environmental tax, carbon tax and carbon emissions trading system as soon as possible in combination with the ongoing reform of resources and environmental taxes and establish a long-term financial support mechanism to promote the development of renewable energy.
Of course, subsidies are not a long-term solution. The State Council issued the Strategic Action Plan for Energy Development (2014-2020) at the end of 2014, which proposed that "PV power generation will be equivalent to the sales price of power grid" in 2020.
Liang Zhipeng said that the photovoltaic industry will improve the conversion efficiency and reduce the cost in the future. By 2020, the system cost will reach below 5 yuan per watt. At the same time, it is necessary to realize industrial upgrading, have strong independent research and development capabilities, realize localization of key equipment, and achieve technical capabilities and industrial supporting systems of the whole industrial chain. In addition, the state will guide advanced technology products to expand the market through policies and increase the construction scale of the leader demonstration base.
Jin Lei also revealed that at present, the merger and reorganization of some photovoltaic enterprises are advancing, and the Ministry of Industry and Information Technology is also studying the PPP model to support the construction of photovoltaic power stations in some key areas and regions. At the same time, according to the national layout of the "the Belt and Road" development, the photovoltaic industry is being promoted. At present, it has deep contact with some countries and regions, and some enterprises have taken practical actions.
